Head of Procurement, eCommerce and Best Practice

The post will be Edinburgh or Glasgow. In line with Government guidelines, the role might involve working from home initially.  

Overview 

This is a significant strategic role at the centre of Scottish Procurement & Property Directorate. Our role is to lead and deliver public procurement and property in Scotland at national, central government and Scottish Government levels. Our work focuses on the following areas:

procurement and commercial policy and advice
construction procurement policy and advice
property, asset and estate management advice
eCommerce and best practice tools and templates
attracting, retaining and developing our talent 
continuously aiming to improve our performance 
delivering savings, economic benefit and efficiencies

Reporting to the Director of Scottish Procurement & Property and a member of the Senior Management Team, the post-holder will lead a lively, positive and innovative group with a supportive culture. You will provide strategic leadership, advice and assurance on the Scottish Procurement eCommerce shared service and digital transformation roadmap, leading and shaping the future digital enablement of Public Procurement platforms, data/analytics and automation. Leading on critical stakeholder relationship management, including SME engagement, Public Procurement Group, the Procurement Supplier Group and driving continuous improvement in how we apply policies into practice through the Procurement and Supplier Journey platforms.

You will have direct engagement with a wide range of external stakeholders in the public, private, professional and third sectors to understand and advise on emerging pressures and concerns, ensuring that solutions are ambitious, fit for purpose and aligned to government policy. You will actively engage through national and international networks to benchmark approaches and to ensure, and actively promote best practice in Scotland.
